ANTI-DOPING

FIBT Anti-Doping Program
At the FIBT Congress, held on 09/06/2003 in Leipzig, the FIBT accepted the World Anti-Doping Code (the "Code").  These Anti-Doping Regulations are adopted and implemented in conformance with the FIBT’s responsibilities under the Code, and are in furtherance of the FIBT’s continuing efforts to eradicate doping in the sports of bobsleigh and skeleton. The use of doping substances or doping methods to enhance performance is fundamentally wrong and is detrimental to the overall impact of sport. Drug misuse can be harmful to an athlete’s health. Doping damages the integrity, image and value of our sport. 
Athletes participating in FIBT events must accept the FIBT Anti-Doping Regulations as a condition of participation. The FIBT adopted new regulations that came into effect starting January 1st, 2009.

What is WADA?
The World Anti-Doping Agency (WADA) was created in 1999 and is an international independent organization whose aim is to promote, coordinate, and monitor the fight against doping in sport internationally in all its forms.  WADA coordinated the development and implementation of the World Anti-Doping Code, harmonizing Anti-Doping policies in all sports and all countries.

Athletes Whereabouts
All athletes in the Registered Testing Pool (RTP) are expected to register their Whereabouts on the ADAMS system (with the exception of USA athletes who may use the SIMON program). Failure to do so will lead to a "strike", which is the equivalent of a Missed Test. A Missed Test can occur when a doping control is carried out but the athlete is not at the location he/she has stated in their Whereabouts declaration. Once registered an athlete is expected to keep their Whereabouts updated three months in advance. Changes to plans must be made immediately by the athlete or his agent on the ADAMS system. Whereabouts information must be submitted on a quarterly basis. The deadline for Whereabouts submissions are 00:00 hours (GMT) on 1st January, 1st April, 1st July and 1st October. The information must be correct and precise for the forthcoming three month period. The Athlete has the final responsibility for ensuring that all Whereabouts details are correct.   

Sanctions
If Whereabouts information on the ADAMS register is incorrect, then a Filing Error will be registered. A Filing Error will be treated as a Missed Test. If an athlete has three (3) Missed Tests or Filing Errors, or combinations of these, in the space of eighteen (18) months, this will be considered as a doping violation. 

Are You in the Registered Testing Pool? 
All athletes who are members of the FIBTs Registered Testing Pool (RTP) will be obliged to register their Whereabouts on the ADAMS (USA - SIMON) system. All athletes who are mentioned on the FIBT Registered Testing Pool (RTP) for the season 2012/2013 can be found on the right site below "downloads" (valid until 31st May 2013). All athletes who are members of the FIBT's Registered Testing Pool will be obliged to complete the Athlete Consent Document - please print this document and sign it, then return to the FIBT Anti-Doping Officer at the address below. You can find the Athlete Consent Document below downloads on the right sight.

The One Hour Rule for RTP Athletes 
IMPORTANT Notice (06.00 am - 11.00 pm)

It is difficult for athletes to stipulate where they will be at all times. Therefore the FIBT obliges all RTP Athletes to register not only their general location whereabouts but also a specific address where the athlete will be available for one hour every day. (Example: It is acceptable to state that one will be in Cortina between the 10th and 15th of January, staying at the X Hotel between 06.00 am and 08.30 am and then training at the track between 08.30 am and 11.00 am every day). 

The athlete may choose whatever one hour period he/she desires AS LONG AS IT IS BETWEEN 06.00 am AND 11.00 pm, however they must remain at that location for the time period specified. If a doping control team arrives to make a test in this One Hour Period, and the athlete is not present, then a Missed Test will be registered. Accepting this "One Hour Rule" will allow the athlete freedom to train and conduct a normal lifestyle with a minimum of time restrictions. This "One Hour Rule" is important and athletes must register this information on the ADAMS system. Failure to do so will be registered as a Filing Error. 

As mentioned above all RTP athletes must be registered on the ADAMS/SIMON System. To register, athletes must contact their national federation or seek assistance from the FIBT Anti-Doping Officer Opens window for sending emailantidoping(at)fibt.com

Exemption - USA Athletes and New Zealand (Bobsleigh and Skeleton)
USADA (The US Anti-Doping Agency) has signed an agreement with ADAMS. All USA athletes are obliged to register their Whereabouts, and are currently doing so, with USADA on the SIMON program. The FIBT accepts this agreement. USA athletes will not be obliged to register with ADAMS as long as they are correctly registered with USADA. New Zealand has also a similar agreement. No other countries have applied for exemption. All athletes who are members of the FIBT's Registered Testing Pool will be obliged to complete the Athlete Consent Document - please print this document and sign it, the return to: Opens window for sending emailantidoping(at)fibt.com

TUEs
Athletes that are prescribed a prohibited substance or method for a legitimate medical condition must apply for a Therapeutic Use Exemption (TUE). Before they do this, they should ask their doctor if there are any suitable permitted alternative treatments. Doctor will then forward the application to the FIBT Medical Committee.
